Travis Gwin

Local and State Government

Travis is experienced in developing project-specific plans to meet the needs of local and state governments.  His experience includes performing site assessments, treatment system designs and implementation, leading field-sampling programs, and developing Health and Safety Plans (HASP). He has also worked as an embedded consultant for agencies and offices within Colorado.

Allison Haraminac


Allison has experience providing environmental planning and permitting services to clients in renewable energy, mining, oil and gas, and federal projects across the U.S. She has extensive experience planning and permitting wind energy projects. She has been a biological resources specialist for many NEPA projects and prepared supporting NEPA documentation such as Biological Assessments (BAs) and Biological Evaluations (BEs).

Amy Kennedy


Amy is an Environmental Planner/NEPA Specialist and serves as the Transportation Planning Market Manager. Her focus includes both large, complex projects that require the ability to provide analyses scaled to the need of the decision makers and local agency projects with a federal nexus. Amy excels at identifying and addressing critical issues. She tailors the scope to move projects forward through design and construction.

Lisa McDonald, Ph.D


Lisa has a robust history of leadership for Federal projects. She is committed to providing a wide range of services to federal agencies in support of our country’s infrastructure, planning, administrative and defense needs. She routinely, brings the exact expertise and services to our Federal clients through leadership in partnering and teaming.

Scott Epstein, ENV, SP


Scott leads our strategic implementation group and serves as the Interim Commercial/Industrial Market Manager. He is responsible for managing our market sectors and client relationships. His specialty is developing multi-disciplinary teams to meet the needs of our clients. Scott is a motivating force in the company. He provides long-range strategic planning that guides the firm to ongoing success in the environmental consulting industry.

Karlene Thomas, PE


Karlene works with utility clients across the entire project life cycle — from initial planning studies through final construction, operations, and maintenance services. She is specifically adept at working with purveyors and owners to offer environmental direction and enhancements that satisfy regulatory compliance requirements, resulting in a safe, clean, and protected environment for the public.
