Scott Epstein, ENV SP

Local and State Government and COMMERCIAL/INDUSTRIAL

Scott leads our strategic implementation group and serves as the Interim Local and State and Commercial/Industrial Market Manager. He is responsible for managing our market sectors and client relationships. His specialty is developing multi-disciplinary teams to meet the needs of our clients. Scott is a motivating force in the company. He provides long-range strategic planning that guides the firm to ongoing success in the environmental consulting industry.

Allison Haraminac


Allison has experience providing environmental planning and permitting services to clients in renewable energy, mining, oil and gas, and federal projects across the U.S. She has extensive experience planning and permitting wind energy projects. She has been a biological resources specialist for many NEPA projects and prepared supporting NEPA documentation such as Biological Assessments (BAs) and Biological Evaluations (BEs).

Amy Kennedy


Amy is an Environmental Planner/NEPA Specialist and serves as the Transportation Planning Market Manager. Her focus includes both large, complex projects that require the ability to provide analyses scaled to the need of the decision makers and local agency projects with a federal nexus. Amy excels at identifying and addressing critical issues. She tailors the scope to move projects forward through design and construction.

Russ Cirillo, PE


Russ is a skilled project manager in remediation, permitting and regulatory compliance projects. His projects have been executed under the regulatory authority of the Colorado Department of Public Health and Environment, Colorado Department of Labor and Employment’s Division of Oil and Public Safety, Wyoming Department of Environmental Quality, Texas Railroad Commission and United States Environmental Protection Agency.

Karlene Thomas, PE


Karlene works with utility clients across the entire project life cycle — from initial planning studies through final construction, operations, and maintenance services. She is specifically adept at working with purveyors and owners to offer environmental direction and enhancements that satisfy regulatory compliance requirements, resulting in a safe, clean, and protected environment for the public.
